Junior Expert
BACKGROUND INFORMATIONT
The Results Oriented Monitoring (ROM) system is the external monitoring system of the European Commission. It aims at enhancing the European Commission's (EC) accountability and management capacities with a strong focus on results and support to the EU Delegations’ and Headquarters’ services by providing an external opinion on project implementation. The Junior Expert (JE) is expected to contribute to the work of the team in charge of the implementation of the ROM system (ROM Global team).
POSITION SUMMARYThe JE works in the premises of the ROM Global team in Brussels on a full-time basis. During the COVID-19 pandemic, the necessary arrangements are in place in line with the recommendations of the Belgian state and all relevant safety provisions resulting in a temporary period of tele-working.
JE acts as Mission Organiser and is coordinating with the ROM experts, the Implementing Partners, and the EC Operational Managers in the INTPA Headquarters and/or EU Delegations with regard to the preparation, implementation, and follow-up of ROM missions.

The Junior Expert will invoice his/her services on the basis of monthly timesheets during the project lifetime with possibility of further extension (the project is expected to be completed in August 2023 and it is renewed annually based on the performance of the ROM Global team).

MAIN RESPONSIBILITIES
- Organisation of ROM missions: overall planning, mission coordination with involved stakeholders, organisation of meetings and supervision of all organisational issues related to missions.
- Coordination with the ROM experts with regard to their ROM mission agenda and meetings.
- Coordination with EC Operational Managers and EU Delegations on the organisation of the ROM missions.
- Collection, processing, classification, and electronic archiving of all necessary documentation and information for the organisation of ROM missions.
- Technical quality control of the deliverables of the ROM experts.
- Use of online platforms to encode information and upload documents and mission deliverables.
- Contribution to statistics, analysis and synthesis of ROM results, as well as preparation of ROM Project presentations.
- Contribution to activities related to the general management of the contract with the EC (e.g. progress reporting).
- Other functions related to general team support services.
REQUIRED QUALIFICATIONS
General
- Master’s degree or equivalent.
- At least 3 years of professional experience in international cooperation.
- Proficiency in MS OFFICE.
- Comfortable in using IT tools and databases.
- Ability to operate in English and Spanish language at C1 level (speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience).
Assets
- Ability to operate in French and/or Portuguese language at C1 level (speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience).
- Experience in statistical data management and analysis.
- Knowledge of EU development policies and of project cycle management approach.
- Effective oral and written communication skills, diplomacy & discreetness.
- Responsibility and attention to detail.
- Organisation skills, capacity to process several tasks simultaneously, flexibility and respect of deadlines.
- Ability to work as part of a team and in a multicultural environment, interpersonal skills.
- Willingness and ability to learn.
- Previous experience in working with EU institutions, particularly in EU project support and administration.
- Knowledge of SharePoint and/or graphic design.
WORKING CONDITIONS
- Office centrally located in Brussels (part-time tele-working is an option).
- Standard office environment with shared space.
- Working hours can be discussed with the Team Leader.
